Outsourcing Torture
Dick Marty's report to the Council of Europe is in
"'Acts of torture or severe violation of detainees' dignity through the administration of inhuman or degrading treatment are carried outside national territory and beyond the authority of national intelligence services... It is highly unlikely that European governments, or at least their intelligence services, were unaware,' it said."
Well, here's the official memorandum from Dick Marty's presentation yesterday, and I must note the paragraph on Germany is pretty long. Sure, it's no Romania, but still... If these investigations begin to proliferate and dig deeper, it's just going to be a magnification of how US and EU intelligence services are in cahoots, which is far worse for the EU's image. America at least is used to it.
